C_Intl.GetSortKey(text, strength) : sortKeyTransforms a string into a collation sort key.

- cstring (The UTF-8 text converted into collation sort-key bytes.)
- strength
- CollationStrength (The comparison level used by the collator; lower strengths ignore later-level differences.)
